Do you see the OSA activating during the boot process?  This type stuff:
qeth: loading qeth S/390 OSA-Express driver
qeth: Device 0.0.0700/0.0.0701/0.0.0702 is a Guest LAN QDIO card (level: V519)
with link type GuestLAN QDIO (portname: None)
qeth: Hardware IP fragmentation not supported on eth0

qeth: Multicast enabled

Were the CCW_CHAN_IDS specified in the hwcfg-qeth file?
