We have been running several z/OS LPARS and several z/VM LPARS alongside of them in production for a few years. The zVM hosts RHEL. They are currently running on a z114 (they were on a z10 BC before that) We have not considered running z/OS under z/VM. As others have said, running zVM makes life much easier than LPAR mode. There are specific instances(e.g. large database servers ) that might justify a linux image in an LPAR, but for the most part, you will be better off with zVM.
When you go into a PoC I would suggest that you have at least 2 IFLs (one IFL is no IFL, IMHO). If your trigger is financial - it is easier to justify a z196 than a z114.
