This looks like it might be named updating it's root server hints. Do
you have forwarders defined and "forward only" in your named.conf
options section?
I was running bind 8.1.2 that came with RH 5.2 and it wouldn't try to
update it's hints if "forward only" was set. After I installed bind
8.2.1 it was going out to the root servers to update even with "forward
only" set so your mileage may vary.
