If you don't have forwarders defined, then the first thing that named
will do is to update it's hint cache of root nameserver addresses by
asking the root servers listed in named.ca (or the file specified for
the .  hint zone in /etc/named.conf).  This is why it's dialing at boot
and sending a query to A.ROOT-SERVERS.NET.

If you put forward only and a list of forwarders in the named.conf
option section then it *might* stop the dialing on boot.  Put your ISP's
nameserver addresses in the forwarders list.  As I mentioned, the stock
RH 5.2 (and 6.0 I think...) versions of named do not update their root
server hint cache if forward only is defined, but 8.2.1 compiled here
still insisted on updating even with forward only set :-(
