That doesn't automatically follow - I had precicely that problem with
one of my systems a while back, where I had an entry in /etc/hosts but
still couldn't telnet to the host.

The problem in question was caused by the fact that I also had named
running on that machine, and whilst I had the relevant entry in
/etc/hosts, that wasn't getting checked until AFTER named had failed
to find it...
