If one only wants to go to 3 or 4 ports, its fairly trivial to cut the
trace going to the ISA bus contact on the card and wire it to a contact
corresponding to a different IRQ. I've done this several times. Many
of the add-on I/O cards have jumpers for IRQs other than 3 and 4.

And newer PCs are severely limited in the number of ISA slots.
