First advise I got from all job agencies I worked with when looking for
jobs is "Make it in Hebrew".

The reason is prejudice - According to the agencies (and from seeing how the
people who read CV's treat them) a resume in English causes alarms to
be raised about someone being a new immigrant which may indicate
possible language problems. There is even more prejudice about where
this immigrant could have come from which I won't repeat here...

Keep the technical terms (language names, protocols) in English (and
English letters).  The aim is to make your resume as accessible and
quick to read as possible. Trying to be "right" by demonstrating your intimate
knowledge of the Even-Shoshan dictionary won't impress anyone - people
will think that you are trying to cover your bad Hebrew with computerised
translation and will just give up reading your resume after having to mentally
back-translate the terms you worked so hard to translate to Hebrew.

You should also try to seek comments from good HR person or an experienced
industry veteran about the format/length/order/content/language/details in your
resume. Also if you have few possible areas of expertise you may apply to then
consider adjusting the resume for each job - highlight and stress the areas you
can offer which are specific for the job and shorten the irrelevant parts.
I don't remember seeing cover letters in Israel so don't bother with
them (though
I think they are an excellent tool if the environment expects them)
