HP's site does, at least for me. A DL360G5 with 32GB is $14k, see:

Of course, as others suggested, you might manage to build by yourself or
your dealer something much cheaper. But it's still much less than the
$45k you quote for Dell, which also sounds to me to much. BTW, This
isn't HP's largest server line, it's the middle one (between DL100 and
DL500). A DL580 with 32GB is $21k. Maybe also Dell has something in the
middle that can host 32GB?
