'man lilo' is your friend. Look for 'restricted' and 'password option.

  I think to allow only root to shut down, you have to fiddle with booting
scripts. On RHL6.1, 'halt' asaks for user password but ctrl+alt+delete
works for anybody. I think you can disable this. Read docs(I don't have
access to them now ;-))
