Hello,
The boot single option is designed to be used under circumstances
wherein you forget the root password. In such cases, you can boot as
single and change the rooot password.
To allow only root to start and shutdown the system, you need to
restrict the access. Use linuxconf, and set the shutdown permission.
In particular if you want to restrict the X-windows system only, then
you need to edit the configuration files
