For disabling ctrl+alt+del, comment out the "^ca::ctrlaltdel" line
in /etc/inittab.
For disabling halt asking passwd to anyone logged in on console
and shutting down the box, you have to play around with pam. Look into
/etc/pam.d/*. Be *very* careful, playing with pam, you may end up screwing
your box so badly that you may not be able to login.
I haven't tested this, but looks like just opening
/etc/pam.d/halt, and knocking out the pam_console.so line should do the
trick, repeat the same for reboot.
