Unless you run the program listening on the port, u cannot access its services.
(Oh yeah?)
edit /etc/inetd.conf and put the appropriate program entry for the port on
which it listens on.
This causes to spawn the process (POP in ur case) when u telnet to that
particular port. (Also called portmapping)
