This certainly smells like Linuxconf. To be absolutely safe, disable
the linuxconf startup hook, (In RH - run setup -> system services, and
disable linuxconf) and disable the mailconf module in linuxconf, so
that it doesn't rewrite sendmail.cf each time you run Linuxconf.
...And then live a happy life! ;-) (Hopefully)
If you really want to use Linuxconf, then you're not supposed to
change /etc/sendmail.cf directly, IIRC, you can edit some files in
/usr/lib/linuxconf/mailconf/ and then regenerate sendmail.cf.
