I think this reasoning is incorrect. LILO's refusal to load must be because
because your first (FAT32) partition is too big causing the 2nd partition to
start beyond the 1024 cylinder limit - not because it is of type "FAT32".
I see no logical reason why LILO should even care about what type of
filesystem is installed on the first partition.

LILO loads either onto the MBR, or on the boot sector of the Linux partition.
So why would u want to load LILO into a FAT32 or NTFS partition at all ??
