you can use cron + wvdial +ipup + ipdown. I guess you already doing
these, just add a cron job for starting and killing wvdial from time to
time. The difficult question is how long should you give for the link tobe
up so that all the mails are pulled and up time minimised at the same
time.
But a better soution would be to use diald, which has an advantage of
shutting down the connection on its own when the traffic volume dies.
Unfortunately i am yet to try diald myself
