Not very.  The password that you type is sent in clear text and can

Look into SSH or OpenSSH.  It is very much like telnet.  Advantage is
that your entire session is encrypted using the SSL security mechanism.

Bad idea.  Anyone who can sniff this normal user's password can log in
as this user and do Terrible Things (tm) with their minimal superuser
permissions.

Still does not prevent from this user's password being sniffed. 
Disabling telnet alltogether is the best solution, IMO.
