Yes Gaurav,

You cannot and should not use a smtp relay of other ISP than you are dialup to. The 
SMTP relays of the ISPs also shold not allows this. Previously vsnl smtp relays were 
accepting mails from outside hosts but they have stopped that. 
If you really want to do that for some reason, then try to find out some other relay 
hosts which allow this facility. May be a search on this topic will help !!!!
