This is typically the case, ISP is the one who relays for you.
However, if you host your mail domain with hosting company like Pugmarks,
they provide with a relay facility for their pop users. When you pop, it
temporarily puts the ip address in a database of allowed ip addresses.
This facilitates average person who travels or has several isps as they do
not have to keep changing the relay setting in the mail client.
