You normally shouldn't be allowed to do this.

 Apparently vsnl has the same DHCP pool for all its users throughout India ...
 which is also a good thing - centralizes control to debug problems, kick off
 spammers etc.

 Simple - my smtp relay (for example) is configured NOT to relay for third
 parties.  Even if it was, only my users are authorized to use it.  If I detect
 relay attempts from third parties in the server logs, these will be reported
 to the ISP from whose IP these relay attempts are coming from.
 
 Most other people on LIH (and around the world) will do the same thing.
