When you start up X-Windows, the basic X server is started and then the
client applications run over it, so window managers run as an application
over the basic X server. Try editing your Xclients-defaults file and
call netscape or any other application through it.

So i suppose you have to write a X application which handles your look and
feel, the windows (widjets) in which the applications run. There are a lot
of libraries available for developing X applications. I have never done
this so no idea of exactly which one you should use.

I am not an expert in this regard but still pouring in whatever I
understand. Please correct me if I am wrong.
