Web based mailservers? You mean webmail packages? Try IMP Horde, Endymion
Mailman, Squirrelmail etc.

Quite a lot. But that wont be most of your problem. Delivery to local users
will. There's a lot of disk I/O - the main bottleneck.
I suggest a combination of Exim, Courier IMAP and maildirs generated using
