there are no web based mail servers... only webfrontends to regular mail
server which work on standard protocols (IMAP POP3 etc)
you can try twig(simple, lightweight and functional) or imp (cool looks
and stuff .. but slightly heavy)

Depends on how much RAM you have I suppose..
twig should be able to handle a few hundred users with ease.
