happening from their networks and not many blockers have the courtesy to inform the isp about the spamming before blocking. (I have received just one such notice from Hotmail that they have blocked one IP) isps
That'd 99.999% mean a compromised / trojan infected box or an open proxy that is being abused to spam hotmail ... they are sending out notifications for that now.
usually come to know about it only when legitimate customers start complaining about mails not getting through.

No, convincing the mail admin that we have acted is the most difficult part. I still have not figured out how to remove a network from AOL.
http://postmaster.info.aol.com - there is a number that you can call. Yes it means an international call, but there's an 1-800 number as well. Google for Jeff Pulver's x-lite free world dialup and use that, it'll let you make 1-800 calls from anywhere in the world, from your PC.
