I originally was symlinking to one of the COM ports,
but I was describing what I was doing to a friend
(who doesn't use Linux) and he said, "But that's an
ISA modem -- it's not hooked up to a serial port,"
and I said, "Maybe you're right -- the howtos and
man pages I've read seem to imply that /dev/modem
should be a com port for an ISA modem, but I don't
think any of them explicitly say it, so maybe I
misunderstood them."

Out of curiousity -- do most ISA modems act like
serial port devices even in Windows?

For those of you who are curious, I'm running Definite
Linux 7.0, kernel version 2.2.12-10, and I'm trying to
get a plug-and-play Motorola Voicsurfr 56k to work.  I
think I'm on the right track now -- the --config option
on pnpdump didn't work, so I think it'll be a matter of
uncommenting the proper parts of isapnp.conf file by
hand.

I'll let the list know how I do.
