Did you enable PlainTextPasswords ?
You have to create a DWORD in the registry:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\VNETSUP

Once you creaTea the DWORD go in and change its value to 1

reboot....of course :)

Then all your networking services will avaliable if properly configured.
