My oppinion is that task requires some skills. So maybe you
should make a 500M partition where you will install a new distribution -
the basic stuff and the develpment part. Than you should get the sources
(any distribution) and customize them the way you want it, generate the
executables, and this way you'll have your own distribution. I can't say
what you want isn't possible. But I believe that should be a hard way.
Starting from a running Linux system will help a lot.
