RedHat reckons it's poor security to allow root login by telnet.  You
can login with a user account and use su or sudo.  Or if you think root
should be allowed to telnet to your box, add a few pseudo tty's to
/etc/securetty:
ttyp0
ttyp1
...
each telnet session occupies one of these, as do script and a few other
things.
