Take a look for fvwm95.  It's a 95 lookalike.  As I remember my Slack
3.4 box was configured to use it by default.  Since I was looking for
something *unlike* 95 I switched to Window Maker as soon as I figured
out how.  But fvwm95 should fit your request just about exactly.
