Not an expert either, but I think the window manager does a lot more. 
Netscape (or any x program)  will run without a window manager, you just
won't be able to resize or move any windows. Click on your root window
(background) won't give a menu either.  You can run X without a window
manager by just not including one in your .xinitrc.
