What ever on earth make you say that,?? shutdown does _not_ need X at
all.
Have you simply tryed ctrl-alt-delete commenly known as the three
finger salute.??
The above should be defined in /etc/inittab as;
# Trap CTRL-ALT-DELETE
ca::ctrlaltdel:/sbin/shutdown -t3 -r now
