No, in actual fact its whatever _you_ define it to be in /etc/inittab.
The default is;
# Trap CTRL-ALT-DELETE
ca::ctrlaltdel:/sbin/shutdown -t3 -r now

Yep, sure, even my computer illiterate Girlfriend uses linux she
finds it easier than winhose.
