If the mail and news are going to come from the proxy server itself, then
you dont need socks to be allowed to pass thro' the server, you can simply
use programs like tin for news and pop3 for fetching mail, even fetectmail
if you want to make all sorts of filters and sorting rules.
Now if you insist on getting socksV4 then i suggest you take a look at;
