If I really understand the problem, you have an 3.2 GB disk aand want to
split it between a DOS and a Linux partition. That will be OK.
If your disk has data on it in this moment, the only solution is to use an
utility (FIPS is the most widely used) to create the new partition. First,
you have to defragment the drive (use DOS Defrag), to move all information
at the beginning of the disk and let the free space at the end. Second,
FIPS will "cut" (a part of) this space, transforming it in a Linux
partition.
If you have no useful data on this disk, you may erase it entirely and
repartition it as you want. I *strongly* recommend to use Linux fdisk for
that. Then, in the FAT16 part of the disk you can reinstall DOS/Windows
3.1, and the rest is available for Linux.
That last solution is always preffered. Create a 10 Mb /boot partition at
the beginning of the disk, to be accesed by LILO, the DOS one after, the
swap and the Linux main one (/). For a 32 MB RAM machine, you'll need a 32
MB swap partition also.
Then you can run that machine in Linux. If it is hooked up to a LAN, you
can acces the DOS partition from other Windows machines, even the computer
is running Linux.
My preferred distro is RedHat, but other people may advice you in other
way.
