Are the modules loaded (check via lsmod)?  You might want to use
kerneld to autoload the modules (check the documentation how to
do that), for example, if you want the compression (which is not
really supported in 4.x), you might use something similar to:

alias char-major-27     zft-compressor
pre-install ftape       /sbin/swapout 30 || /sbin/swapout 20 || /sbin/swapout 10 || 
/sbin/swapout 5

although you might want to change the swapout values ... 

3.04d (the last of the 3.x series) wants 
zft-compressor          (if you want the block compression)
zftape                  Interface
ftape                   Low level hardware operations

It needs 1000 kBps (which some newer floppy controlers can supply,
but don't count on it, check it!), and can take at max 2000 kBps.
The Ditto Dash card is one accelerator card that works.  Note
