Well, so what is necessary is such an example site where such
cgi-bin scripts as you described work. 

The most naive idea is to have a company which would manage such a site
and help OEMs and manufacturers to provide drivers for Linux,
having sign with them the right NDAs etc.
There are already companies doing that: 4Front Technologies for sound 
drivers. Maybe similar thing for USB would be useful.

I know I should avoid non Open Source things and proprietary technology
and if the cards were for me, I would pay $50 extra and get 
device with Open Source drivers.

However there are not. And if my friend has a choice between $50
proprietary device and $100 open source one - she would go with the first
one and simply use Windows more and less Linux. But she may be willing to
pay $10 for Linux drivers if there were such, but not more.
