That's right, since uhci-hcd is the full-speed driver.

The BIOS should be set to leave USB enabled but with Legacy USB support 
turned off.

Try turning on the USB verbose debugging switch in the kernel 
configuration (CONFIG_USB_DEBUG), and post the dmesg output show what 
happens when you boot with the sandisk device plugged into the hub.
