The issue is not the license under which the documentation is released
(it could all be copyrighted by Philips -- as most manuals are -- and
it would still facilitate the creation of software).

What does matter is the nature of the group requesting its release. If
that group is seen as anti-business (and the GPL is the tool of the FSF,
which is rabidly anti-business and even goes so far as to advocate banning
good wages for programmers), Philips is unlikely to be swayed. If I
were an executive in such a company, I certainly wouldn't help a group
which was engaged in a vendetta against my interests.
