Another method to quieten things down is to remove all fans from the cases 
and Use Gigabytes of RAM in each machine so HDDs can be put to sleep then do 
one of the following....

OPTION 1:
 Place all PCs in a sealed container and fill with CFC - NOT Green or Legal!!

OPTION 2: 
 Use External Blowers (and Filters) and Duct Cooling into the PC cases.

OPTION 3: 
 Use Liquid Nitrogen Cooling systems for PCS (Very Expensive)

OPTION 4:
 Use Watercooling systems on CPU's



But seriously Now.....

So called "Quiet" fans are avaliable for PSU's and Heatshinks but are rather 
expensive.

I have also found that the noisyest fans are usually the CPU ones, these can 
be replaced with a slower turning Bigger fan and using ducting and Soft 
mounting of the Fan (Rubber mounted) can quieten things down dramatically.

Also How much noise is from Hard Drives????

Another thing I have seen done in the past is a box made of 25mm thick Custom 
Wood (or MDF) and lined with 1 layer of 1/4" medium density foam rubber and 1 
layer of 1/2" low density foam with a vent at each end that went outside with 
external fans to force the air through (1 suck and 1 blow).
It was almost dead quiet - Lifting the Lid it was a huge difference in volume.
By Memory it was in a lawyers or acountants office here for there main 
servers and (very noisy) tape backup system - this was back in the last 
millenium ('92 or '93), but I cant remember exactly where it was.


I am currently in the process of modifying my case at home to quieten it 
down, and at the same time improve the airflow by ductiing it to where it is 
needed.
I have designed a simple temperature controlled fan so it generally runs slow 
and quietly, and only speeds up when the temperature rises.
I will be using a 4" fan, and ducting it across my CPU and past HDD's.
I will be Slowing the PSU fan down and changing its direction to assit with 
the flow I want.
I am hoping I can remove the CPU fan - or I may just slow it down.
The other noisy one is the one on my Video Card.
