... which specifies a bunch of rules called NZ and Chatham, followed by two
zones: Pacific/Auckland (which uses the NZ rules), and Pacific/Chatham
(which uses the Chatham rules). Nothing about a NZ zone. And yes,
Pacific/Auckland contains all the history.
