First shipped under that name in 1983 according to Wikipedia. I was
hacking it in 1990. M4 predates sendmail significantly, but I think it
was only deployed in sendmail v8, from 1993.

Well, there is the policy_server interface that I use with postgrey,
is that the sort of thing you need?
