To be fair, PHP has a lot of unpatched security flaws in the language and platform themselves. I think that qualifies quite clearly as problems with the tools rather than the workman. See http://www.php-security.org/ for the Month of PHP Bugs, of which many were patched, and a lot still remain unpatched.
