This isn't really the case for a GUI based machine any more. Apps seem
to expect the network manager. For example, when I set everything up as
you describe in Ubuntu 12.04, my mail client wouldn't receive any mail,
as it was allegedly offline. Same for squeeze.

Personally I set stuff like this up in my DHCP server, but I have a
fixed, remote ADSL connection ( and  route differently for some
clients ) so it's a different kettle of fish (:
