Which flavour of GNU/Linux supports resizing Windows partitions.

I am familiar with lubuntu....

I am running a dual boot system with a P.C. Tower case and two hard drives.

I am thinking about buying a laptop with a single hard drive and therefore
I will need to either re-size the windows partition or install GNU/Linux
and then
reinstall Windows 8 off of a CD-ROM.
