Ah, yes. XFree86 should have some mechanism to compensate
lacking glyphs of such fonts. With such a mechanism, it is
not necessary for all XFree86 fonts to have every glyphs for
Unicode.

I also checked tens of individual pages and failed to
find UTF-8 pages.
I think this is enough to show Unicode is not popular
for webpage purpose in Japan.
If you think this brief list is insufficient, please
write a script to check encoding of all Japanese sites
which are registered in some search engines. I am very
sure UTF-8 page is less than 1%.

Yes, of course. I tested.

I use Japanese version of Windows 98. I imagine you use
different version of Windows.
