'Best' will mean different things to different people, and 'easiest'
will almost certainly not be 'best', by anyone's definition.

It would depend on the user profile of the Windows user who was
transitioning to Linux. When I made the initial move to Linux, I had
Windows 98 set up running a Bayesian spam filter to sort my email,
Perl and Apache installed (so I could build and test CGI scripts
locally before moving them to my website), and had Microsoft Visual
Studio (VBasic, VC/C++, JBuilder, FoxPro, etc.) installed... mostly
for C/C++.

I found Red Hat v.7 a good place to start, and have stuck with Red Hat
(currently running RHEL3) and added OpenBSD to my LAN, for hosting my
domains.

If I had been a less technically oriented user, I might have been more
comfortable with a more desktop-only oriented distro, but in my
opinion, 'best' will always be an operating system with the potential
to be secure, that is being operated by an educated user, or a user in
the process of self-educating.

OpenBSD, an operating system known for it high degree of
secure-ability, is only as secure as I am capable of making it, and
keeping it.

If I permit root ssh logins, and have my root password set to 'toor',
it will be 'owned' so fast, it will make Windows XP look secure, by
comparison.

Linux cannot protect a person from their own ignorance.

Knowledge is Power.

I would choose a distro with a good reputation for secure-ability,
good documentation, and a good on-line support community.

If I was not already comfortable in Red Hat, I would probably try
Debian or Slackware, or whatever they have morphed into presently.
