Nope, you need it if your system is used as a server.  You may want it if
you tend to telnet localhost or ftp localhost, but not otherwise.

Yes, your hosts.allow and deny files are pretty much perfect.  No one can
access your machine from the outside because have few servers running (no
inetd) and those that are aren't accessible from outside
(hosts.allow/deny)
