Have a DSL connection here. They have given us one static IP. The modem is
connected to the switch. It can function as a NAT router or a bridge. Was
running Linux with Apache (proxy server module) & bind as dns server. It
worked perfectly. No problems. The DSL modem was set as the default gateway
on the linux box.

Wrong... the DSL modem has ethernet out, which is probably connected to
your hub/switch. The modem has an internal private IP which remains static.
Dishnet may/maynot be providing you with a static internet IP.

Not really... if the connect is as pathetic as you describe, the cache will
make minimal improvement, and a firewall has no bearing on bandwidth.
