All the other distros ask you for root password before letting you in.
Red Hat lets you in without the password for the sake of convenience.
It's also a  major security problem because most system administrators
don't bother to change the defaults.

Is the administrator at fault for not taking care of his security?
Maybe, but I'm the one who suffers when his box is compromised and uses
as a hopping stone to mine.
