All I read was that the 'no war associations' is their current policy.  They 
may very well have licensed it twenty years ago when the Transformers first 
appeared.  And if that's the case, I don't think there is anything that they 
can do about re-runs.  It's also possible that there was no licensing, but VW 
didn't object until it was too late to legally do anything to the initial 
series (i.e. the same reason that Macross Plus is a legal release in the US - 
and not through Harmony Gold).

Ultimately, though, I find the whole thing an almost satirical sleight of hand 
(almost revisionist) on VW's part due to the way that VW came to be in the 
first place.  Though I don't feel it's right to still hold the way that VW came 
into being against the car company, it does seem a somewhat hypocritical stance 
for VW to take.
