I don't think it'll really be necessary as a way to protect humanity.  If you 
look at both volumes of the manga, the movies, and the series, it seems evident 
that GITS humanity is in a Transhuman stage, and will in the not too distant 
future be moving minds into electronic storage with the ability to hop between 
bodies at will much as Motoko Aramaki does in the second manga.  In the second 
manga, an assassination attempt is made on one of the corporate officers that 
seemingly succeeds - except that the victim was a dummy body being remotely 
operated by the officer who we eventually learn has his real body in stasis on 
a space station in orbit.  The only critically important part of a person 
appears to be their brain (or cyberbrain).  Everything else is optional for 
survival.  And bodies can be swapped the same way one changes his or her 
clothes - something that the main character does frequently throughout the 
second manga series.
